MEET THE TEAM

Steve McHarris
Steve McHarrisDeputy City Manager

Mr. Steve McHarris is the Deputy City Manager overseeing the operations of Building & Safety, Planning & Neighborhood Services, Engineering, and Economic Development. His 30 years of public service includes planning and leadership roles with the cities of Soledad, Atascadero, Fremont, San Jose, Milpitas, and the University of California, Irvine. Mr. McHarris has led award-winning planning efforts in the communities he has served, including visioning plans for Milpitas that received Bay Area, state, and national recognition by the American Planning Association. He is always open to sharing new thoughts with businesses, and incorporating local community perspectives into the planning and development process.

Alex Andrade
Alex AndradeEconomic Development Director

Alex Andrade joined the Economic Development Team in Dec. 2018. Prior to this role, Alex worked for the City of Mountain View for five years as Economic Development Manager. He previously worked for three of the largest redevelopment agencies at the time, which include San Jose, Los Angeles, and San Francisco. He has also held government positions in Menlo Park and Poway and worked as a program officer at the Silicon Valley Community Foundation. Alex believes in building community trust and credibility and providing businesses and the development community with services and resources necessary to attract, retain, and expand businesses.

Daniel Degu
Daniel DeguEconomic Development Coordinator

Mr. Daniel Degu joined the Office of Economic Development in 2016. With a varied work experience in both private and public sectors, Mr. Degu assists the Deputy City Manager by managing and supervising the day-to-day activities in support of the Milpitas business community. Mr. Degu is a member of the International Council of Shopping Centers, Urban Land Institute, and an executive member for the Silicon Valley Economic Development Alliance. His educational background includes multiple Bachelor’s Degrees from the University of Arizona, one in Molecular & Cellular Biology and the other in Health Sciences in Physiology, as well as a Master’s Degree in Environmental Engineering from National University.

Noa Kornbluh
Noa KornbluhEconomic Development Specialist

Noa is originally from Palo Alto, California. Before attending the London School of Economics for a master’s degree in Local Economic Development, Noa worked for several non-profits including an economic think-tank and micro finance NGO. After graduate school she moved into the public sector, working for the State of Delaware’s Economic Development Office. Noa joined the Economic Development Team at the City of Milpitas in October 2017. Within the field of economic development her areas of interest include community capacity building and sustainable development.
